It brings back memories. A solution which I only recently figured out, is to squeeze the toilet paper roll enough to smash the inner cardboard tube out of round and then mount it on the holder. It’s more difficult for an adult to pull off what they need, but surely if it’s hard for an adult, it should discourage a toddler entirely!
